Local Notes
Sooke sits on the exposed west side of the south Island, and the weather here is genuinely different from Victoria half an hour away. More rain, more wind, and storm-season power outages that the rest of the region does not see to the same degree. That last one is worth planning for rather than worrying about.
A well-insulated tub under a rigid R-40 cover holds usable temperature for a long stretch without power, because several hundred litres of hot water has a lot of thermal mass. A short outage is a non-event: leave the cover shut and do not open it to check. The scenario to think about is a multi-day outage during a hard freeze, which is covered properly in do you need to winterize a hot tub in BC. The short version is that a running tub is safer than a drained one.
Nothing, for a normal outage. A rigid cover and a few hundred litres of hot water hold temperature well, so leave the lid sealed and wait. For a multi-day outage in a genuine freeze, either arrange generator power to the circulation pump or drain the system completely. Half-draining is worse than either option.
On the wrong hot tub, yes. Constant rain and wind are brutal on anything that absorbs water, which is what kills foam covers and rots wood frames. A non-porous HDPE shell and a cover with no absorbent core are indifferent to it, which is the whole argument here.
